Spire.XLS 8.12.3 fixes the exceptions thrown when loading and saving Excel file

We are pleased to announce that Spire.XLS 8.12.3 is available from this day on. This version has fixed several issues, such as the project throw exceptions when loading and saving file, setting Rotation property of picture didn't take effect and deleting Legend of chart failed.
