I have copied license file in the VS library project wich use it, and declare as embedded resource.
So in Constructor of my class, I simply added:
Spire.License.LicenseProvider.SetLicenseFileName("spire.pdf-license.elic.xml"); //
Active la licence d'utilisation pour supprimer le logo E-ICEBLUE and all is OK !
I receive no more the evaluation message.

I've tested the trial version of Spire.PDF pack and am pleasantly surprised with how easy it was to implement in my project. This is a sharp contrast to other solutions that I've evaluated; please let your IT department know that they're doing a great job.
So far in my testing, Spire.PDF seems to fit the requirements I have, and I have made the recommendation to my boss that this is the pdf library we need.
